Verse 117of 123

وَمَا كَانَ رَبُّكَ لِيُهْلِكَ ٱلْقُرَىٰ بِظُلْمٍۢ وَأَهْلُهَا مُصْلِحُونَ﴿١١٧

Translation (Sahih International)

And your Lord would not have destroyed the cities unjustly while their people were reformers.

Word-by-word meaning

وَمَاwamāAnd not

رَبُّكَrabbukayour Lord
لِيُهْلِكَliyuh'likadestroy
ٱلْقُرَىٰl-qurāthe cities
بِظُلْمٍۢbiẓul'minunjustly
وَأَهْلُهَاwa-ahluhāwhile its people
مُصْلِحُونَmuṣ'liḥūna(were) reformers

Commentary (Tafsir Ibn Kathir)

There must be a Group of People Who forbid LewdnessAllah, the Exalted, says that there should have been a group of wise people present among the past generations who called to good and forbade the evil and corruption that took place among them in the land. His statement, إِلاَّ قَلِيلاً(except a few) This means that there were only a small number of people present among them who were of this caliber.
