وَبِصَوْمِ غَدٍ نَّوَيْتُ مِنْ شَهْرِ رَمَضَانَ
Transliteration
Wa bisawmi ghadin nawaytu min shahri Ramadan.
Translation
I intend to fast tomorrow in the month of Ramadan.

The intention (niyyah) for fasting should be made before Fajr. It is an act of the heart, but verbalizing it is a common practice.
