Verse 59of 88
وَمَا كَانَ رَبُّكَ مُهْلِكَ ٱلْقُرَىٰ حَتَّىٰ يَبْعَثَ فِىٓ أُمِّهَا رَسُولًۭا يَتْلُوا۟ عَلَيْهِمْ ءَايَٰتِنَا ۚ وَمَا كُنَّا مُهْلِكِى ٱلْقُرَىٰٓ إِلَّا وَأَهْلُهَا ظَٰلِمُونَ﴿٥٩﴾
Translation (Sahih International)
And never would your Lord have destroyed the cities until He had sent to their mother a messenger reciting to them Our verses. And We would not destroy the cities except while their people were wrongdoers.

Commentary (Tafsir Ibn Kathir)
The Destruction of Towns, which are not destroyed until Evidence is established against ThemReferring to the people of Makkah, Allah says:وَكَمْ أَهْلَكْنَا مِن قَرْيَةٍ بَطِرَتْ مَعِيشَتَهَا(And how many a town have We destroyed, which was thankless for its means of livelihood!) They were arrogant transgressors who denied Allah's blessing of giving them ample provision.
